Harry Truman had a problem. World War II was over and he needed an unbiased professional assessment of conditions in Europe so he could decide what policy recommendations to make to the U.S. Congress. Truman decided the best person for the job was a former President – Herbert Hoover. Truman asked. Hoover said yes..... and the story begins of how Presidents since Truman (through Obama) have used former Presidents in a variety of formal and informal ways.
